Cloud video editor & export

Fetch editing metadata for a video. Cloud export is not available today: POST /videos/:id/editor/export answers 402 FEATURE_REQUIRES_UPGRADE on every plan, so no export job is ever created.GET /videos/:id/editor/metadata works.

Export request (returns 402 today)

A request without operations[] answers 400 BAD_REQUEST and a foreign or unknown video 404 NOT_FOUND; every other request, including the one below, answers 402 FEATURE_REQUIRES_UPGRADE regardless of plan. Do not build a workflow on it yet.
